"Muskegon Heights Mayor Pro-Tem Malcolm Smith and his wife (couple on right) and Mr. and Mrs. Donald P. Ziemke, the Heights' city superintendent and his wife, were greeted at City Hall yesterday by Ann Arbor Mayor Pro-Tem LeRoy A. Cappaert during the observance of Michigan Week's Mayor Exchange Day. Mayor Robert J. Harris and City Administrator Guy C. Larcom jr. spent the day in Muskegon Heights where they toured that city's facilities."
