SISTER CITIES--Pierre Raphel (second from left), deputy mayor of Aix-en-Provence, France, enjoys one of host Mayor Louis D. Belcher's favorite one-liners at the Gandy Dancer restaurant. The French guest is visiting Ann Arbor as final arrangements are under way to establish a sister city relationship between the two towns. Flanking the two city leaders are Dr. Michio P. Hagiwara, associate professor of French at the University of Michigan, who has coordinated sister city efforts, and his wife Ann. Besides seafoods flown from Boston, the visitor was served California wine, not a French import!
