Killer Collins disciplined

Convicted killer John Norman Collins-Chapman is likely to do “substantial time” in administrative segregation for having a 27-foot rope - classified as escape paraphernalia - in his cell, a Marquette State Prison official said.

Collins, serving a life sentence for the murder of Eastern Michigan University student Sue Beineman, was caught with the rope during a routine search of his cell Feb. 21, said George Pennell, administrative assistant to the warden at the maximum-security prison.

“He said it was some hobby craft material that he used to make pot holders,” Pennell said. “But the hobby craft instructor had no knowledge of rope being used in the class.

“He was written a major misconduct report for what we consider dangerous contraband. He was found guilty of the charge Feb. 24 and classified to administrative segregation where he remains,” Pennell said.

It was the second time in three years that the 40-year-old prisoner was found with potential escape material in his cell, Pennell said.

In segregation, Collins-Chapman is let out of his cell for one hour five days a week for exercise and is allowed three showers a week. Even when outside of his segregated cell, Pennell said, “he wears handcuffs and belly chains, so he’s pretty restricted.”
