Question of a Strike Discussed.

VIENNA, March 28.-- The question of a general strike in Austria and Hungary was discussed at the session of the socialist congress in this city. A majority of the speakers, including Dr. Adler, opposed the inauguration of a general strike. The concensus of opinion was that such action should only be taken in the event of extreme necessity.
