Washington, Feb. 11.- By tho decisive vote of 36 to 25 the semite adopted the amendment to the diplomatic bilí giving ÏÖUO.OOO to begin work on a cable to Hawaii and authorizing tho president to contract for the entire work at á cost not exceeding $3 000, OJO. Morgan, Gorman, Hill, Butler, Cali and White, with two Populists, voted with the Republicans and made the majority for the cable. Pettigrew voted no. The diplomatic bilí was passed and eulogies wero pronounced on the late Senator Stockbridge, ot Michigan. Peffer presented i resolution questioning the right of thu treasury to issue bonds. A resolution was adoptod for an international commission to investígate the connecting of the great lakes with tho occan. Tho house in committee of the whole voted to placo individual clerks of members on the annual salary roü at the rate of $100 por month. These clerks now get $100 per month during tho session. The annual attempt to strike out the appropnation for the civil service comrnission was inade and ws defeated. A joint resolurion was passed to extend the tiinc for making iucome tax returns to April 15. The renuiinder pi the day after ' o'clock was devoted to clulogics oo the late llepresentative Wright, of Fennsylvaniii.
