Washington, Aug. 8.- News has just reached the navy departmení that the French government has shown its appreciatiou of the flne capad ties of the fljet cruieer Columbia by orderíng thé immediats oonstruction of two vessels as nearly duplicates of the famous American flyer as they can b made in the absence of our exact plans.
