Key West, Fia., April 2fi.- Havana is ow entirely cut off f rom all communiation ivith Spain. The dispatch boat iangrove, which sailed two days agro or the purpose, has picked up and cut he cable from the east end of Cuba. The cable between here and Havana ïas also been cut. This severs communication between General Blanco and lis governrnent and completely isolates Cuba from the world. The blockade is rawn tightly across the mouth of Havana harbor. No supplies whatever can get in. The country back of the city is a desert, and the insurgents are hovring about in all direc-tions. burning and destroying whatever there is left hat is of value. Havana is already beginning to feel he pinch of scarcity, and great sufferng from hunger must speedily follow. With no hope of relief in sight, it beomes á question of how long a starvng the'Spanish will endure before they urrender. Members of the family of British Vice Consul Arturo Rostugui of Havana, who left Cuba on the British steamer Aiyrtje. Dene. report that the appearanoe of the blockading fleet threw the vhole i'ity into a panic. The great rush of men and nomen and families to the nter.ior resulted in a scramble for the Mariana train in which several people were injured. All outgoing trains from Havana were jammed. Extra trains were run out. The transportaron was nsufficient. Food prices are going up and the city is full of soldiers and volunteers.
