Will Warn The Insurgents
Washington, Aug. 15. - President McKinley will at once issue a proclamation to the people of Cuba, Porto Rico and that part of the Philipptnes under American rule. He will forbid any further warfare or riotous conduct, and his commands will be backed up by the armed forces. The president is very anxious to have no further fighting, and he realizes that the Philippinees and Cuban insurgents will be ínclined to keep up the warfare until the Spaniards are drlven from the island. General Shafter has already been instructed to notify García and Gómez of the end of the war.
