Washington, Aug. 10. Bij the President of th United States of America : Whereas, On tlie 15th day of April ] tbc President of the United otates, in , view of an inaurreotion against the laws, Constitution, and Government of the , United States, which liad broken out withia the States of South Carolina, . Georgia, Alabaina, Florida, Mississippi, ] Louisiana, and Texas, and in pursuanee of an aot entitled an act to provide for calling forth the niilitia to exeeute the laws of the Union, Buppreaa insurrectious and repel invasión, and to repeal the aot now in force fbr that purpose, approved February 28, 1795, did cali forth the militia to suppress the said jinsurrection, and cause the laws of the Union to be duly executed, and the insurgents have failed to disperse by the time directed by the President; And Whereas, Sueli insurrection has since brjken out, and yet exists in the States of Virginia, North Carolina, Tennesseo, and Arkansas; And Whereas, The insurgents in all the said States claim to act uuder authority thereof, and such claim is not disclaimed or repudiated by the persous exercising the functious of the Government in such State, or States, or in any part o"r parts thereof in which conibiuations exist, nor has such insurrectiou been suppressed by sucli States. Now, therefore, I, Abraham Lincoln, President of the United States, iu pursuanoe of an act of Congress, July 8, 1SÜ1, do hereby declare that the inliabitants of the said States of South Carolina, Georgia, Virgina, JS'orth Carolina, Teunessee, Alabama, Louisiana, Texas, Mississippi, and Florida, except the inhabitants of a part oí the State ot Virginia lying West of the Alleirhany Mouutains, and of such other pai-taot that Suite, and other States bereiu befo re named, as niay maintain a lojal adhesión to the Union and the Constitu tioi), or may be from time to time oc J cupied and coutrolled by the torces engaged ui the dispersión of said insurgents that are in state of insutrection against the United States, and that commercial iutercourse between the same and the inhabitants thereof, with the exceptious aforesaid, and the citizeas of other States and other parts of the United States is unlawful, and will remain unlawful uutil such iusurrection shall cease or shall have been suppressed, and that all goods chattels, wares, and merchandis coming from auy of the said States, with the exceptions aforesaid, iuto other parts of the United States without the special license and perimssion of the President through the Seeretary of the Treasurv, or proceeding to any of said otates, with the oxceptions aforesaid, by laud or water, herewith, the vessel or vessols conveying the samo, or conveying persous to and from said States, with said excoptiou, will be forfeited to the Uuitcd States ; aud that from and after the fifteen days from the issuing of this proolamation, all ships and vessels belonging 11 whole or in part to any citizen or inhabitaut of auy oL the States, with said exeaptions, found at sca, or in any port of the United States, will ba forfeited to the United States; and I hereby enjoin on all District Attorueys, Marshals, and officers of the revenue and military aud naval forces of the United States to be viilaut in the executiou ot saia act anti in the cnforcenieut of the penalties and forfeitures iiuposed or declared by it, leaving any party who may tliiuk himself aggrieved tiiereby to his application to the Seeretary of the Treasuiy for the remission of any penalty or forfeiturc, whieh the said Secretary is authorized by law to grant, if iu his judgment the special circuiustances of auy case shall warrant suoh remission.
