His orders are to conscript ali light oolored negroes as well as white men between the ages of 18 and 45._ Njgroes volunteering will be manumitted after three years service. I understand au order has been issued by the Confederacy to conscript negroes nnd free them at the end of three vears, but during their term of service, they are not to reoeive any pay. Richardson says he will have an army of negroes in less than sixty days that will astonish the world. The Atlanta Appml urges guerrilla operations on the Mississippi Kiver, and says a systemized plan of operations on its banks wi'l accomplish more than can otherwise be devised to cripple General jranfc. It wants to see travelers on the ather of waters bushwhacked from evey oanebrake and bluff below Mampbis.
