It por mits officers lo dispense with ehoulderstraps, and tho preacribed insignia of rank on their horse eqnipnients. The marks of rank to be worn on the shoulder-strap, will henceforth be worn on the shoulder. They will also be permittod to vvenr overcoats, pantaloons, etc., similar to tbose worn by private soldiers ; nor are ornamenta on the hats, overcoats, fnrsige-caps, sasbes or epanlots
