New York, Sept. ]?.- Blnkely Hall bas interviewed Professor Wiegins in Ottawa on various weather topies. "Jucksonville,"says Wiggins, "will certainly have a frost between Oct. 3 and 9, and not before. The autumn will be cold all through September, and very cold weather will occur from the Sd to the Oth of October throughout the whole of North America. This lowering of temperature will be caused by the moon's junction ernen ia perigee and the peculiar position of the planets Mars and Júpiter. The cold weather will wipe out the yellow fever in Jacksohville. I have a stiong suspicion tbat serious seismic disturbauces inay shortly occur on this continent.
